IBVs are transports designed exclusively for use in surface environments. Using flexible outboard floats containing Zesnine gas, an IBV can adjust its buoyancy to stay afloat in most surface environments of liquid or gas. It features wing blades with control surfaces, as well as toroidal multiplier engines that function equally well under water or in atmosphere.
While IBVs have two small hardpoints, they are rarely equipped with weapons and make poor warships. They mostly used for transport, reconnaissance, or exploration.
While these craft are a convenient alternative to planetary shuttle craft, they are slow to accelerate or adjust altitude. They also lose effective control at high altitudes, and suffer pressure damage at extreme depths.
