To combat the lawlessness of space, a group of Gnomes drafted what they believed to be a set of rules and procedures that if followed, would help to govern the galaxy. They called this document the Schematic, and they took on the name The Schematic for Cosmic Order. Having the most advanced ships and weaponry, they wandered among the colonies to police, educate, and develop procedures for safe space travel.
Although some factions resisted Schema’s authority, their power and influence grew rapidly. Many of the systems invented by Schema are still in use across governments, including Zipp Drive registration, ship transponders, radio protocol, salvage law, and a free TOME for any person to join Schema’s galactic census.
Schema now represents the largest and most powerful organization in the galaxy, and having come to employ people of all races, is widely accepted as the de-facto government in the galaxy.

The Schematic for Cosmic Order is a technocracy that consists of two ruling bodies: the Council of Chairs and the House of Departments.
The Council of Chairs consists of an elected (or otherwise locally-determined) official from each participating system, presided over by the Chairperson. System Chairs are a non-exclusive affiliation with the Schematic for Global Order. After signing the Terms of Affiliation, a System Chairperson may terminate affiliation at any time, and after filing a Request for Re-affiliation, which must be approved by the Department of Affiliation, may be granted a System Chair again.
The House of Departments consists of the most qualified individual from each SCO department. Departments may be created, merged, split or self-terminated at any time without approval from other government bodies. Currently, the House of Departments consists of the following:

Ionist - The Ionist party primarily believes that their centralized government is hindered by exodian inefficiency, and propose that the artificial intelligence called Io be fully integrated into every system of the Schematic for Cosmic Order including policy-making, industry, finance, and law-enforcement.
Cybercrats - This party believes that the democratic process should be conducted entirely as exodianet polls sent to people with cybernetic enhancements. As a corollary, they believe that contemporary politics are too complex to be understood by non-cyberized people.
Variablist - The only belief that this party shares is that laws and policies should be extremely mutable and temporary and that any decision, regardless of its apparent success or longevity should be repealed after a certain period of time. They claim this is to prevent stagnation and groupthink.
Legacy Group - One of the largest political groups, they primarily seek to return exodian government and culture to the "good old days". While this sentiment has taken the population by storm, it is a disorganized party with a great deal of internal argument about which "days" are most idyllic, what elements of contemporary culture should remain unchanged, and which elements of a given historic era are considered quite bad, actually.
The Department of Warship Coordination directs the Schematic for Cosmic Force Navy, which serves as the military branch of the SCO government.
The SCF Troopers have earned a dichotomous reputation as being both one of the most well-trained and educated government infantry and one of the most ruthless enforcers of martial law. This is due to their creed of "Know the rules", which holds that the people enforcing the laws of a state should be the most knowledgeable of it. Many an aspiring citizen of the Schematic for Cosmic Order joins the Troopers confident that their honorable dedication to the benevolent laws of the SCO will lead to situations that test their principles but ultimately affirm their validity. However, in recent years, the increasing number of unrest and attrition from the SCO has resulted in a growing resentment among Troopers. Incidents of brutality against protesters further marred their reputation and cultivated a mutual hostility between troopers and the citizens they are supposed to protect.
SCF Troopers are common infantry deployed as reinforcements for operations or as security on frontline duty are commonly equipped with a TriOps helmet, pressurized medium armor, plasma rifle, and sidearm
SCF Tech Troopers specialize in tweaking and countertweaking operations and also utilize the TriOps helmet, but favor light armor or thermoptic camouflage, a tech rifle, military-grade OPIS, and a sidearm. Tech troopers also carry an assortment of engineering tools for gaining access to vital systems and data ports.
SCF Enforcers employed in peacekeeping operations may retain TriOps helmet, but often exchange it for a head mounted display, while rarely wearing armor at all. Instead they are usually armed with KITE shields, stun guns, and chemical sprayers. They may also have PXE-Bow drones or automated turrets for securing an area. In addition to their police equipment, enforcers have an encyclopedic knowledge of law and procedure, and are trained as detectives.
SCF Diamond Troopers are advanced soldiers deployed to secure entire spacecraft or facilities. They wear a pressurized powered heavy armor, hoglium descent pack for orbital drops, and maneuver suit for operation in vacuum. They wield heavy rotary guns, missile launchers, and plasma cutters. They also carry a mobile power generator capable of sustaining a shield generator. Diamond Troopers are also distinct by their low-range jamming and EM field, causing minor technical malfunctions on their approach.
The Schematic for Cosmic Order claims to be the most racially diverse exodian government. While this may be true for the populace at large, government employees are far more likely to be gnomes.
The Schematic for Global Order place a high value on expertise, invention, and procedure, and have little patience for anyone that does not reach the intellectual standard that is common among the gnome race. As a result, gnomes rise quickly to the top of any administrative hierarchy, and while they try to give other prospective employees of other races a fair try, have little patience for the cultural idiosyncrasies that do not fit into the gnome procedural ethos.
